Described in CUB's recent legislative roundup, the measure contains Illinois Commerce Commission (ICC) reforms and could help the Land of Lincoln become a national energy-efficiency leader, allowing consumers to buy money-saving appliances and pay them off on their utility bills. "That's what this bill does," Quinn said. "It takes care of people....We have to have a green way of thinking, a green way of acting. We have to be more energy efficient." </description>

That's where charges are added to your phone bill without your authorization. "Cramming is a scam that basically relies on people not reading their bills closely. And we've seen a huge uptake in complaints related to it," CUB Executive Director David Kolata tells Zekman. You can block mysterious, unauthorized third-party charges from your bill for free.
