Controversial Heating Program

October 6, 2009 Chicago—There is a new consumer warning as the weather starts to get cold.

You may have received a notice about gas prices in the mail and how you can plan ahead.

It's called "Lock 12" and it's offered by Nicor Advanced Energy, a sister company of Nicor gas.

The plan lets you lock in the same rate for 12 months despite your usage.

Tonight, the Citizens Utility Board says it's not a money saver and beware. Lauren Cohn has the latest details.
