Update on cases involving ComEd, Ameren Illinois power bills

We wanted to give you an update on electric battles before the Illinois Commerce Commission (ICC).

ComEd: As you recall, last December the Illinois Commerce Commission (ICC) rejected the utility’s grid plan and slashed its $1.47 billion rate-hike request by about 65 percent (ICC Docket # 23-0055). However, the company filed a petition for rehearing challenging some issues in that December ruling that were separate from the grid plan. This spring the utility settled with the staff of the ICC and state regulators unfortunately approved an additional $186.4 million in higher rates.

Also, the company has refiled its multi-year grid and rate plans and is asking for an increase of about $1.1 billion (ICC Docket No. 24-0181) in future rates. So far, CUB has found nearly $90 million in overcharges in that proposal. The ICC is set to rule on the case Dec. 5, with the new rates taking effect around January 2025. 


Ameren Illinois: The ICC last year rejected Ameren’s grid plan also, and slashed its $448 million rate-hike request by about 87 percent (ICC Docket No. 23-0082). The company challenged that ruling on rehearing, and while consumer advocates helped turn back about $16.5 million in overcharges, the company this month was awarded about $93 million in higher rates. 

Also, like ComEd, the company has refiled its grid plan and is asking for about $321 million in higher rates (ICC Docket No. 24-0238). CUB has uncovered about $101 million in overcharges in that request. The ICC is set to rule on the case Dec. 5, with the new rates taking effect around January 2025.

Sign CUB’s petition against excessive electric-utility spending and file public comments with the ICC in the new ComEd and Ameren cases.

ComEd:

Standard Metering Charge: $3.44/month (formerly $3.30/month)

IL Electricity Distribution Charge: 0.124 cents/kilowatt-hour (kWh)

Monthly Customer Charge:

    • Non-electric heat: $13.18/month for single-family homes (formerly $12.67/month), $10.03/month for multi-family (formerly $9.64/month)
    • Electric heat: $15.03/month for single-family homes (formerly $14.44/month), $10.85/month for multi-family (formerly $10.43/month)

Distribution Facilities Charge:
